The best way to keep cost down is to communicate your concerns to your prospective developer. Explain what you need and allow them to offer a solution. Some developers offer discounts to non-profits and small businesses. Sometimes a developer may be willing to take other services or goods for trade. If after receiving a quote you are only able to spend a given amount then speak up, a compromise may be within reach. Even after discounts and cutting corners if you still have sticker shock, try posting an ad at your local design school or college.

There is no one perfect way to any end result in web design but some ways are better than others depending on your requirements.
